Network fees more than transactions?

I sent 0.0005 BTC to my wallet. Bittrex took a fee of 0.0003 BTC. My wallet says 0.0005btc,18 usd. Then you will see a network fee of 0.002btc, 92usd.

But I still have 0.0005BTC left in my wallet.

Who pays for that? And how can the fees be so high? It was 245 satoshi/byte.

If I have more BTC in my wallet, do I have to pay that fee? Or do I pay on Bittrex?
