Bitcoin Core – When is this “sendcmpct” message sent?

In Bitcoin Core, a “sendcmpct” message is sent when a node is placed in high-bandwidth mode or low-bandwidth mode. At what point is this “sendcmpct” message sent? Is it sent every time a block is received? I would also like to know about implementation details.
