bitcoin cli – How to create RBF with output address changed per CLI?

Can someone explain how to change the output address exactly to create RBF? What command should I use to do that? I tried to use the ‘Send’ command to send the same amount with a higher fee, but it said ‘insufficient funds’. What exactly should I do? I am using Bitcoin Core 25.0 full node.
