Bitcoin Core – What determines the order of transactions within a block?

I looked at the live mempool in mempool.space and noticed that most transactions are sorted from highest sat/vB to lowest, but some transactions stand out with very high sat/vB, but are placed further back. block it.
I looked for reasons such as parent-child dependency, but could not figure it out.
What exactly determines this order? I wonder what the incentive is to agree to a much higher rate if your transaction is going to be fulfilled later than other transactions in the block or potentially pushed out to the next transaction.
