Hollywood heavyweights Chloe Grace Moretz, Louis Pullman and Academy Award winner Ariana DeVos have signed on to star in “Dutch and Razelkan,” a film based on the criminal exploits of Heather “Razlkan” Morgan and Ilya “Dutch” Lichtenstein. reported thursday.
