json rpc – Where can I find RPC_User and RPC_Password for my Python script?

I’m still struggling to get “rpc_user” and “rpc_password”. This is a Python script.

Other people have tried populating other networks like Blockdaemon.com, but it doesn’t work. So if I take off and leave it empty, I get an error like the snapshot below.

I’ve been trying to find a LocalHost to support this, but it doesn’t work either through CMD and Ubuntu.

Any recommendations? I’m sorry again to inform you that I’m not an expert on this issue, as I’m still a geek trying to figure out how to fix it. My goal is to be able to connect to LocalHost to post my Bitcoin transactions.
