Lightning Network – What is the payment threshold?

BOLT #3 Promise Transaction Document payment basepoint, but I can’t find it defined in the glossary or anywhere else. It also mentions various other thresholds such as withdrawal thresholds, late payment thresholds, local and remote thresholds, and HTLC thresholds.

What is this reference point?
