Generally no. Blockchain.com might be a possibility. That’s why I’m wary of using their “wallets” and use one of the non-custodial wallets (self-managed wallets) listed at https://bitcoin.org/en/choose-your-wallet.

If “recipient ID” means the receiving Bitcoin address, then yes, that’s fine as long as you have a physical (non-custodial) wallet.
If you’ve paid someone else to take care of you, all bets are off. They can make their own rules to separate you from your money.
