Transactions – Can two related “spends” be in the same block?

Consider the following case:

• address all I have some BTC.
• address rain Empty or 0.
• address Seed Target recipient.

rain Sending to Seed It is not valid on its own, but makes sense when associated with: all Sending to rain first

Can two dependent transactions be put into and approved in the same block?

(since the end result is okay even if the second transaction doesn’t make sense until the first transaction completes)
